Frances completed a Bachelor of Arts with first class honours and a Bachelor of Law at the University of New South Wales. With her John Monash Scholarship, Frances undertook an MPhil in Development Studies at Oxford University. Her research addressed policy and assistance for self-settled refugees in protracted situations. Upon completion of her MPhil in 2010, Frances was approached by the UN World Food Program to take on a role as Head of Sub-Office in Cox's Bazar, Bangladesh, managing the humanitarian and development assistance in the Rohingya refugee camps and surrounding communities. Frances worked in refugee operations in Bangladesh, Jordan and South Sudan, and with the UNHCR Policy Development and Evaluation Service in Geneva. She is currently the Executive Manager of the Kaldor Centre for International Refugee Law at UNSW Sydney, a world-leading centre for research, policy and public engagement on refugee and forced migration issues.
