Tess is passionate about policy and law reform and the implementation and funding of services to address systemic issues that cut across the health and legal systems. Tess graduated from Arts/Law (Hons) at the Australian National University in 2016, then moved to the Northern Territory where she worked in legal and policy roles. At Danila Dilba, an Aboriginal Community Controlled Health Service, Tess played a key role in developing an integrated 'health justice partnership' between Danila Dilba and Northern Territory Legal Aid Commission - enabling greater access to legal services for vulnerable clients. She also led the establishment of a Danila Dilba clinic at Don Dale Youth Detention Centre - the first Aboriginal community controlled health service to deliver healthcare in youth detention in Australia. Outside her work, Tess and her family established the John Skipper Kelly Fund ('JSK Fund'), a charitable trust fund in memory of her late father to support disadvantaged youth to develop skills to drive social change. Tess is studying a Master in Public Administration at the Kennedy School, where she will further develop her skills and knowledge in these areas, including researching sustainable healthcare models to comprehensively address the social determinants of health.
